On March 5, the "Outline of the Thirteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China (Draft)" was officially released and submitted to the National People's Congress for deliberation. The full text of the draft outline of the 13th Five-Year Plan includes 100 major projects and projects to be implemented in the future, and the clean and efficient utilization of coal is included in the 100 major projects in the draft outline of the 13th Five-Year Plan.
 
Zhang Wenxue pointed out that there are two main channels for the clean and efficient utilization of coal. One is coal power. From the current level of coal power equipment and power generation technology, the clean utilization of coal as a fuel is completely fine.
 
On the other hand, the transformation of coal from fuel to raw material, the development of new energy, new materials and economic coal chemical industry. At present, although the coal chemical industry is greatly affected by the pressure of oil prices and environmental protection, it is right for coal to develop in this direction. However, we have to work hard to make the equipment and technology of coal chemical industry pass the test. Now the market is not good, but we need more technical reserves.
 
However, Chen Jincheng, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Datang Group, saw the challenges faced in the process of clean and efficient utilization of coal. He pointed out that although the country attaches great importance to the clean and efficient use of coal, as the demand in the power industry also declines, power generation companies are facing increasing pressure, and they need to invest a lot of money to implement ultra-low emission and energy-saving upgrades and upgrades in the later stage. Costs will also increase substantially.
 
In addition, for new coal chemical industries such as coal-to-gas and coal-to-olefins, Chen said that these projects are innovative and demonstrative, and must go through a process from exploration and demonstration to maturity and stability. It is suggested that the state should increase its support for these innovative and exemplary projects, and ensure the smooth implementation of these projects through a combination of financial subsidies, tax relief and other measures.
